Does anyone have access to a service manual with performance procedure? I can't find one on the Keysight site nor on GIDEP.

The Manual covers the whole series.. 8360 Series..

... Let me know if you need automation for these.. They are a very long manual calibration..

Also note.. The 51B is a 50B without a faceplate..

83651B has a lower output power than a 83650B and also the modulation is different .
But Yes it us similar to the 83650B but without a faceplate .  Here is the 83651B manual

Also 1Hz resultion is standard on these , like the 008 on the others .
