I can identify a good number of things in that picture, but NOT what you're asking about.
Couple of quick things, can we get a few other pictures? I have a few theories at what it could be but nothing solid. If I had it I'd pop it open and insect the goodies inside. Being that it is an aged piece of equipment, the components might be easy to understand and figure out what it's doing.

On ebay ... the only other picture available is a side shot showing vents in the wooden case.

1.) The top part is a Standard Electric Time Company stop clock/timer. I imagine the Top motor terminals power it. Bottom clutch control terminals are for the start/stop input. Lever resets it. Looks like it reads to milliseconds.

2.) In German it is called a Drehmomentzahlmesser which measures synchronization between a internal combustion engine and manually controlled transmissions.

3.) AC dynamometer controller similar to what magtrol makes now

These are the three options I was presented in a different Metrology group that I am a member of. The middle one sounds the best to me but I really have no idea.

Not buying nor selling (don't own).  Was noticed on eBay.  An inquiry was made to my boss as to what it could be.  I was hoping one of the older techs on here might know.  Thanks for the replies.  Maybe if I had a better picture we may be able to identify it.

I was told it is a dwell angle meter for working on cars
