Technicalities For How To Get In The USN/(etc.)

I am an E6 over 10 Veteran, so to be clear, this isn't about me.  But someone I know is trying to get into the USN.  The 21 year old individual has gotten about an 90 AFQT in practice ASVABs, so promises to do well.  But, due to crazy circumstances, got his HS diploma from an accredited school in Maine which is one of those places that provides diplomas for home schooled children (mostly).  The crazy circumstance was moving from state to state twice during the high school years.  And even though he has 23 credits, all from regular public high schools, because (due to the moves - and to avoid going back to high school at 19 years old) he got his diploma from the HS above.  Well, the military now looks at a public HS as TIER 1, and I can't remember which types of schools are TIER2 and 3.  But this was a NON-Tier 1.  So, they treat it as if he has a GED (which he does not).  The military even accepts home schooled kids with this diploma, but through strange technicalities, because he was NOT home schooled (a specified exception in the entry rules), he needs 15 semester hours of college credit to qualify for admission (no exceptions).  He's gone to a community college for a couple of semesters and now has 14 semester hours. He's very physically fit (even studying Kinesiology in college), but needs to get ONE more credit. 

There are a few courses out and about that provide one credit.  One such is a FEMA online class, I think for free, online.  But the challenge is how to convert it into a transcript credit.  The community college he is enrolled in doesn't seem to know anything about this particular class.  There is a school in NY that accepts it.  He would have to spend $300 or so to enroll there just to get that credit on a transcript (as they won't accept just a certificate that says he got a credit; it has to be on a college transcript).

As a bunch of veterans, I thought I would pass this buy the group to see if anyone has any good ideas, or could even pass this to someone highly skilled in military recruiting regs, etc.  If you are able to find a truly knowledgeable resource who can help with this, send me a PM, and I'll get them in tough with the person.

Could he take a CLEP exam and transfer that as credit at his current school? Or he could just take a regular 3 credit course? He needs at least one more credit so a three credit course should suffice and he wouldn't have to fool with more than one college.

I have a friend who is currently on recruiting duty and as crazy as it sounds the Navy and in fact pretty much all the branches are picking and choosing right now.  The Navy is still trying to downsize, so it is not very easy to get in at the moment. 

As for what your friend can do, I am not really sure.  I will try to pass it along to my recruiter friend and see if he has any suggestions.

Bottom line is the military is trying to take the cream of the crop at the moment and any negative that a potential recruit may have tends to screen them out pretty quickly.
