Need Reality Check on wording of document involving transfer standards.

Hi Everyone,
I'd like some input on a document I'm rewriting for someone concerning the assignement of designations, Classes, to measurements.  These Classes are assigned as follows:
Class 1 are from measurements pertaining to data taken that is reportable, either to a customer, contract or publication, and therefore necessitates the need for a traceable calibration on the equipment utilized to perform these measurements.  It follows then that the equipment is assigned a Class 1 designation, indicating that it has been calibrated and that can legally be used for taking Class 1 measurements.  Class 2 is for measurements taken that are indication only, Class 1 gear that has been downgraded and put into storage, etc. 
The statement is question is in their description of Class 2 measurements/equipment: 
The instrument is used as a transfer device whose measurement or output value is not
explicitly used.

I disagree with this as a transfer device is used as an intermediary to compare measurement standards.  So, even if you had a Class 1 device on the input, and output, doesn't it follow that you would need to have the transfer device calibrated as well? Please tell me I don't have 5 heads.  I just need a reality check here.
