Sound level Meter Calibration

I have never calibrated a sound level meter or pretended to know anything about them, so pardon my ignorance.   My questions are as follows.
Can a Quest Technologies QC-10 Calibrator be used to calibrate, GenRad 1565-B sound level meter?
I have read 33K3-4-2895-1 and it seems to be a very far stretch to even think it can be done.
I have been instructed to do this and it does not seem acceptable. 

I have also been instructed to state that the calibration is a "one to one calibration".
Is this a standard term?
I have over 14 years in calibration and I don't think this is a standard term. 
I am uncomfortable with this situation but I would like as much information as possible as to support my position.   So, I appreciate any and all information.

Well the first thing you need to do is look up the accuracies on both instruments. The customer generally needs to approve the calibration if the TUR is less than 4 to 1 but yes I have calibrated instruments for customers that the stated TUR was a 1 to 1 ratio.

Be Carefull,

If all you are looking at is the accuracies of the equipment then you need to state the TAR (Test Accuracy Ratio) is 1 to 1 and is not compliant with ANZI-Z540 or 17025. 

If you have calculated your uncertainties of your measurement than you can determine if your TUR(Test Uncertainty Ratio) is 1 to 1 or maybe greater and is compliant with the above specifications.
