Looks like that "lorem ipsum" stuff is just placeholder material as their entire site looks somewhat unfinished.  Weird.

Dunno about Hill.  I do know that in the past there was multiple labs on the base.  Organic and something else?  Not really familiar with that setup but think it was common at depots.  Kelly had the same thing.  I was under the impression that only one remained, but 00-20-14 lists it as civil service/contract...  the same for Tinker and Robins.  Maybe somebody at Robins can explain it.
