Did both Camp Coiner and Camp Humphreys in 1993. Yeah you right! Not the same Camp Humphreys I remember. Plenty o' memories (war stories) there... It looks like they tore down the entire base and rebuilt it from scratch.

Government, especially oversee assignments, are foreign to me, pun intended.

If the wage is from $24.85 to $29 per hour, how would you calculate the effective yearly wage with the 2 allowances mentioned.
This would be for a family of 4.

Would it be; $24.85 * 1.3 * 40 hr * 52w = $67,19.40
Then add $36,700 which = $103,894.40?

In general, does the hiring department shy away from families?

Post allowance is added to your hourly rate while you're in country and during eligible situations.  There are time periods like during TQSA (the status you're in while looking for a place to live) that you do not collect Post Allowance. 

LQA (Living Quarters Allowance) is what you receive for housing and yes if you brought your family then you would be eligible for $36,700/year for Group 4, without a family it would be $34,400/year.   (I have no idea if they can or cannot legally ask or about you bringing your family or not.)

Living Quarters Allowance (LQA) is provided to reimburse employees for suitable, adequate living quarters at posts where the U.S. Government does not provide quarters. LQA may be used to pay for rent, utilities, taxes, and related fees (see DSSR 131.2 for a complete listing).

I cannot speak for other locations, I only know Korea but your rent and utilities are paid a year in advance.  You go through all the briefings in housing and pick an approved realtor, tell them what you qualify for and what you're looking for and when they find one, the lease has to be approved and then the realtor pays the owner and you're set for a year.
