How to tell if your lab is being Civil Serviced/Contracted out....no GI's

I know I have posted some not so good stuff in the past. But I am curious to know how to tell if GI's are getting booted from a PMEL in the AF.
There is talk that no Desert tasking=no GI's. If anyone could shed some light on this for me it would be great.
