Description:
This is a mid-level technical management position supporting the Naval Air Systems Command Metrology and Calibration Program Office at NAS Patuxent River, MD. This position provides engineering staff support to METCAL program chief engineer. The incumbent performs a wide range engineering, project management, and engineering program analysis and support.
Engineering responsibilities include:
Researches technical issues affecting Aviation Fleet calibration / maintenance of aviation support equipment and calibration readiness and coordinates necessary engineering actions to resolve deficiencies in measurement traceability, calibration equipment, procedures, metrology data products, training, and or technical policies.
Determines end-use requirements proper application of calibration standards, appropriate measurement methodology, measurement system uncertainty and test accuracy ratio to validate questionable calibration procedures covering a broad range of test and measurement systems / domains (i. e. electronics, torque, force, pressure, temperature, dimensional, etc).
Interacts with other Naval Aviation and commercial activities and engineers to coordinate technical requirements and to resolve technical issues involving aviation support equipment specifications and designs; support equipment in-service engineering, manufacturer calibration practices; calibration related logistics requirements; and US Navy technical and logistics program policies.
Project management responsibilities include:
Management of initiatives established by the Chief Engineer for improving / expanding technical calibration products and service delivery throughout the Naval Aviation community; to include leading project teams, project planning, resource planning, budgeting, work breakdown structure and task development, scheduling, monitoring, controlling, and reporting on status of initiatives.
Tracking engineering issues, developing or validating mitigation plans, issue action team schedule development, monitoring progress on issue resolution, and status reporting.
Engineering program analysis and support responsibilities include:
Analysis, assessment, and improvement of technical program guidance and methodologies, such as guides for assessment and mathematical treatment of measurement systems uncertainty; analysis methods and practices for estimating test and measurement system reliability; and safe calibration practices.
Documentation of case studies capturing systemic technical integrity or engineering program effectiveness issues with recommendations for resolution / improvement.
Analysis of the value, estimating cost, and budgeting funds for engineering work associated with Aviation Fleet metrology technical support requirements and backloads.
The successful applicant must have 8+ years experience and knowledge and skills related to:
Strong knowledge of metrology or test and evaluation engineering
Measurement theory and practices across physical, dimension, optical, electronic, mechanical test system domains, measurement systems error analysis, treatment of uncertainty, design of experiments
Strong engineering project management skills
Definition, Planning, Control
Excellent technical writing and communication skills
Technical reports, point papers, project / test plans, justifications, case studies, briefings
Mastery of MS Word, PowerPoint, Excel, Access, and Project
Military experience (O4 level or higher) supporting aviation maintenance a plus
Bachelors of Science Degree in Engineering, Physics, or related discipline.
Must be eligible for Secret Clearance
