Make sure to select "Federal Employees" under WHO MAY APPLY. Note: The "Federal Employees" category includes everyone who is VEOA eligible. Basically, anyone who was in the military at some point. If you leave the WHO MAY APPLY setting on "US Citizens", the positions may not be visible.
It says you must already be a "Current Civilian Employee with the Department of the Army" :-(
I'm not sure on this one. The Job Posting seems to conflict itself. The top "Who May Apply" lists Status Candidates including VEOA Eligibles but the bottom "Who May Apply" only shows current Army employees. I don't know which one is correct.
If interested, it won't hurt anything if you apply. The worst case is they will deem you not eligible and not forward your resume to the hiring official. You can try using the "Agency Contact Info" at the bottom of the USA Jobs posting for clarification but I don't know if you will be able to get a response back before the job closes. Sorry I'm not much help.
