I took it to mean Z540.1 & Z540.3
ANSI/NCSL Z540.1 was withdrawn several years ago when ANSI/NCSL Z540.3 was approved.
But many orgs still reference the previous standard rather than the new one because of the changes in .3.
Many many long term contracts require z540.1 specifically so people still use the term and the requirement on a daily basis. Contracts don't get rewritten for some standard that now goes beyond what they need.
