General Discussion / Uncertainty and Fluke equipment

If you read Fluke's manuals about their specifications, they say that their operational specifications take into account drift, resolution, environment and calibration uncertainty. The only additional line item I put in the budget was UUT resolution. I believe I am about to get into a discussion with our auditor because I put the exact wording from Flukes manual in my budgets. I did not include calibration uncertainty because Fluke has already done so. Since Fluke calibrates my equipment, I feel the budget does not require the certificate's calibration uncertainty. They have accepted that in the past, but they say they won't accept it anymore. Has anyone else run into this argument with their accredation body?

Job Description

This positions is in support of the METTS II contract at NASA’s Marshall Space Flight Center (MSFC) on the Redstone Arsenal located in Huntsville, Alabama. This position is in direct support of the Metrology and Calibration Laboratory (MCL) which provides NASA/MSFC programs, projects, and infrastructure with advanced metrology and calibration support, assuring NASA maintains the most technically advanced and properly applied measurement concepts and processes.



Independently determine and perform operations required to calibrate and certify electronic and physical/dimensional IM&TE, maintaining traceability to the National Institute of Standards and Technology (NIST), US Department of Commerce, or by reference to fundamental constants of nature. These calibrations may include, but are not limited to, the following disciplines: electrical, dimensional, temperature, mass, force, and torque in both a field and laboratory environment.  Performs calibrations on and maintains laboratory standards. A Metrology Technician III may be tasked to fulfill the role as a Senior Technician with additional duties to monitor, analyze, and assist the Metrologists, and other technical personnel, with production, standards, and technical direction.


Major Duties:

    Assess and utilize calibration methods and techniques based on principles of measurement science, technical analysis of measurement problems, and accuracy and precision requirements, analyzes magnitude of error sources contributing to uncertainty of results and/or test accuracy ratios to determine reliability of measurement process in quantitative terms.
    Recommend substitution of standards or measuring equipment if required, diagnose and repair malfunctions in complex IM&TE using theories of operation, block diagrams, schematics, logic trees, and software diagnostics to the component level.
    Provide training to other technicians on metrology principles, resolving technical problems, and complicated electronic theory.
    Inspects IM&TE for preventive maintenance, cleanliness, and safety requirements; analyzes and interprets results of measurements and calibrations using mathematical formulas and authenticate calibration certificates for measurements, calibrations, and calibration correction charts.
    Other duties include creating and/or revising calibration procedures, selecting suitable substitution of standard test and measurement equipment, and entering documentation into computer systems.
    Assists in development of new technical capabilities and measurement processes.
    This individual shall perform any and all duties assigned by the Laboratory Manager, within their scope of knowledge, in the performance of the contract.




    This position requires an Associate degree in Metrology or Electronics, or equivalent technical training (military or civilian) and 5-10 years minimum experience in metrology or a related field, or any equivalent combination of education/experience.


    Specific Discipline Experience Required. For our current needs, experience in the calibration disciplines of General Electronics,  and or Electrical Standards is preferred. Salary will be commensurate with direct experience, education, and discipline capability. Salary range for this posting is estimated to be $27 to $36 per hour.

Job Description:
Part-time position requires experience in metrology principles and calibration as applied to all measurement disciplines. Position requires extensive knowledge in either the Physical-Dimensional or Electronics section of the Precision Measurement Equipment Laboratory (PMEL) and basic knowledge in other lab sections.  This position primarily consists of calibration/repair of laboratory Test Measurement Diagnostic Equipment (TMDE) standards and customer TMDE to include voltage, resistance, current, capacitance, inductance, frequency, power, attenuation, pressure, length, force, mass, temperature, flow and torque.  Will assist other calibration sections as workload permits.

Responsibilities Include:

Familiarity with metrology principles and techniques, calibration laboratory practices and compliance with applicable directives.
Repair, overhaul, align, calibrate, and certify laboratory working standards and customer TMDE using safe work practices/procedures.
Calibrate/Repair/Use TMDE such as DC and AC voltage standards, multi-function calibrators, resistance standards, AC/DC transfer measurement standards, DC and AC current TMDE, high accuracy digital multi-meters, power meters, oscilloscopes, frequency counters, torque, temperature, length, force and pressure TMDE.
Utilize TMDE to troubleshoot and repair systems and circuit boards to component level.
Operate under immediate supervision and receive technical guidance from supervisor or other technicians as needed.
Provide technical guidance to other technicians as needed.
Ability to read, interpret, and analyze block, schematic, wiring diagrams, and technical publications.
Exercise independent judgment in tasks such as circuit analysis, waveform analysis and signal flow.
Perform additional duties as directed by supervisor.
Required Skills/Experience:
Minimum of four (4) years of verifiable recent experience in metrology laboratory performing calibration and repair of TMDE.
High School diploma or equivalent.
Outstanding/Excellent mathematical skills.
Excellent communication skills; both verbal and written.
Applications must have normal color vision, pass drug screenings, and be U.S citizen able to acquire and retain a security clearance.
Must have a valid and current driver’s license.
Applicants must have the ability to read, write, speak and understand English.

Experience in a USAF PMEL.

We are seeking an experienced Physical Dimensional lead calibration technician, with diverse commercial calibration experience, including Electronic calibration skills. Our well-equipped calibration lab covers many disciplines. This includes common test equipment, plus many others. Physical/Dimensional lab covers common gages and instruments, such as: Pressure, Torque, Calipers, Micrometers, Air flow, Pin/thread/plug Gages, Relative Humidity, pH, and others.

We service a wide variety of central Texas customers across many industries, which requires a broad cross section of skills (physical/Dimensional). Position requires a combination of in lab work, and local travel to perform on-site calibrations customer locations.

Ideal candidate should have completed military calibration (PME/TMDE) training or equivalent, and have a minimum of 10+ years calibration experience and can calculate uncertainty measurements. Experience in a quality focused commercial laboratory and customer on-site background are both a plus. Candidate should have experience processing calibration documentation, and using calibration automation software. Desirable added skills include working in ISO17025 Accredited lab and use of MS Excel/MS Word. Candidate should have good analytical skills, good understanding of electronic theory, and the ability perform basic calculations (such as Ohm’s Law).

Could someone with knowledge Navsea 04-4734B, explain what this document is?  Would this be the Navy's equivalent to ISO/IEC 17025:2017 General requirements for the competence of testing and calibration laboratories?

Anything you could share would be greatly appreciated.

1.   Thorough understanding in the care and use of TMDE

2.   Working knowledge of the calibration and maintenance of physical, dimensional, mechanical and flow TMDE and calibration laboratory measurement standards

3.   Sound comprehension of electrical, electronics, electromechanical, mechanical, physics, flow and thermal principles; mathematics and number systems

4.   Knowledge of electrical theory, electronics and/or physics, and operating principles of TMDE

5.   Knowledge required to read, interpret/analyze block, schematic and wiring diagrams, blueprints and technical publications

6.   Proficiency in troubleshooting techniques, calibration traceability, metrology techniques and safe laboratory practices

7.   Strong familiarity with ISO/IEC 17025 and ANSI/NCSL Z540 publications preferred

8.   Strong computer skills, including MS Office (Word and Excel) and quality management systems databases

9.   Must have strong customer service skills (verbal and written) and be able to work independently

10.   Prior experience as a Calibration Laboratory Manager and/or Quality Manager is advantageous, but not required
