I've never heard of a WS-14 position before, how big is the lab?

It's a Secondary Reference lab, like White Sands it has a Transfer level lab that supports the post and a Secondary lab which supports a bunch of Transfer level labs

If it's the old III Corps lab I remember from the 80's it would better be described as a reading room.  Just kidding of course but if the TB said it takes 2 hours to calibrate an handheld DMM then it dang sure was going to take 2 hours.  They did not much like it when one of us troops showed up & did it in 30 min.

You'd be surprised how much things can change with actual adult supervision. The climate in a lab is a direct reflection of its leadership (or lack thereof).

We have that too but only have WS-12 here. What dynamics of lab make the location of the lab need a 13 or even a 14 (as this job needs).

You'd have to ask that when they offer you the job. It may be that they support much of the Operational Army base with their Secondary lab or maybe there was a change in their mission.
